Special Meeting Minutes for January 27, 2026

The special meeting of the Board of Supervisors of the University Village Community Development District was held at the offices of Miromar Development Corporation, 10801 Corkscrew Road, Suite 305, Estero, Florida 33928 and also via web conference on January 27, 2026 at 11:40 am.

Present and constituting a quorum were:

Jeffery Staner – Chair
Rich Pomeroy – Vice Chair
Mark Geschwendt- Assistant Secretary
Mark Battaglia – Assistant Secretary

Also present were:

Mandie Rainwater – District Manager, Premier District Management (PDM)

The following is a summary of the actions taken at the University Village Community Development District (CDD) Board of Supervisors meeting.

FIRST ORDER OF BUSINESS Call to Order and Roll Call

The University Village Community Development District special meeting was called to order at 11: 40 a.m., and District Manager Mandie Rainwater called the roll. Present and constituting a quorum were Chair Staner, Vice Chair Pomeroy, Supervisors Geschwendt and Battaglia. Also in attendance was District Manger Mandie Rainwater.

SECOND ORDER OF BUSINESS Approval of the Agenda

On MOTION by Supervisor Geschwendt, seconded by Supervisor Battaglia, with all in favor, the Board approved the Agenda, as presented.

THIRD ORDER OF BUSINESS Public Comments on Agenda Items

There were no Audience comments on Agenda items.

FOURTH ORDER OF BUSINESS SFWMD – University Village Preserve

A. Email Re: Area Observed

District Manager Mandie Rainwater reviewed an email included in the agenda packet regarding correspondence from Premier Lakes. The email identified an additional five acres outside the original project scope, requiring Premier Lakes to submit a revised proposal.

B. Proposal for Additional 5 Acres – Premier Lakes

District Manager Mandie Rainwater reminded the Board of the non-compliance letter received in September 2025. She advised that Premier Lakes treated the area in October and a reinspection request was submitted to the SFWMD inspector. Upon reinspection in January, an additional five acres were identified that had not been previously treated and were not included in the existing contract. A proposal from Premier Lakes for the initial treatment of the additional area was received in the amount of $6,750.00. The inspector also noted new growth in areas previously treated.

The Board discussed the ownership of the parcels and the maps included with the applicable permits. Supervisor Geschwendt requested that staff and the District’s attorney confirm parcel ownership and maintenance responsibility prior to proceeding, noting his belief that the CE parcels may belong to Miromar Lakes CDD rather than University Village CDD. If confirmed as a Miromar Lakes CDD parcel, the correspondence will be forwarded to Premier Lakes advising that the area is under a different CDD.
Supervisor Geschwendt also inquired about the District’s ongoing maintenance obligations. District Manager Mandie Rainwater advised that ERP permit obligations are ongoing and that preserves are typically maintained on a semiannual basis for exotic vegetation. She further advised that she would notify the inspector of the plan to address the non‑compliance letter.

On MOTION by Supervisor Geshwendt and seconded by Supervisor Battaglia, with all in favor, the Board approved the proposal from Premier Lakes for the additional five acres once ownership and responsibility are established for $6,750.

FIFTH ORDER OF BUSINESS Supervisors Requests/Comments

Supervisor Battaglia reported that a vehicle struck a tree on the median of South Village Boulevard approximately six weeks prior and indicated that a police report may have been filed. He advised that Estate Landscaping was engaged to complete the repairs and that an invoice has not yet been received. Supervisor Battaglia requested that staff attempt to obtain the police report to pursue reimbursement. District Manager Mandie Rainwater advised she would follow up accordingly.

SIXTH ORDER OF BUSINESS Audience General Comments

There was no audience.

SEVENTH ORDER OF BUSINESS Adjournment

On MOTION by Chair Staner, seconded by Supervisor Battaglia, with all in favor, the meeting was adjourned at 12:27pm.
